Luxembourg National Data Service (LNDS) is an economic interest group created by the Luxembourg Government, to implement Luxembourg’s strategies in research, innovation, and digitalisation. Our aim is to enable value creation from secondary use of data, for public and private partners and support the sharing and re-use of public sector data, in a trustable manner.
As a Senior Legal and Privacy Specialist you will be part of the ELSI team and your role will focus on development of regulatory guidance for internal projects carried out by LNDS with the public bodies. You will also advise on the data protection requirements and other challenges that need to be addressed as part of the operations and services of our organisation. Significant part of the role relates to privacy compliance and support to the Data Protection Officer (DPO).
Senior Legal and Privacy Specialist
- Analysis and interpretation of legal and/or ethical requirements based on legal and ethical norms, review of existing guidelines and, where applicable, case law for the implementation of LNDS and the challenges for secondary use of data in general and big data and machine learning applications in particular Artificial Intelligence (AI) systems.
- Conducting privacy and data protection assessments and internal audits to evaluate the LNDS compliance and identify areas of improvement.
- Providing support to the DPO in his daily duties and implementation of privacy programme, policies and procedures aligned with the industry standards.
- Offering expert advice on data governance, privacy by design, data mapping, technical and security measures.
- Collaborating with cross-functional teams to integrate privacy considerations into business processes, products and services offered by LNDS.
- Development of practical tools, templates, guidance, training and other instruments for ELSI compliance
- Analysis and awareness of the legal landscape on the national and European Union (EU) level where relevant for LNDS operations, in particular for secondary use of data, data security and other legal standards and identification of best practices or weaknesses
- Engagement in national working group(s) on data protection and ELSI in general and support of public sector bodies in solving their ELSI challenges.
- Master’s degree in law, specialisation in European law, Technology, Digitalisation and IP law considered a strong plus.
- Relevant experience of 6 to 10 years in privacy, technology, IP law in consulting company, law firm, or technology companies or research.
- A proven work experience working with challenges related to data protection by design and default in development of products and services.
- A proven work experience in policymaking, internal control, contracts review from privacy and IP perspective.
- Familiarity and comfort in collaborating with product and service teams on technical aspects related to privacy by design principles, including implementation of ISO standards.
- Ability to translate legal advice into practical recommendations for new products and services and in collaboration with security teams.
- Excellent communication skills (ability to listen, understand and convey your ideas) and the ability to articulate clearly legal obligations to various audience (scientist, clients, internal colleagues, …) both in written and oral forms.
- Creative, solution oriented with strong analytical skills and a mindset for quality.
- You have critical thinking, you are adaptable, flexible and you are able to accept and manage changes in the workplace.
- You have cultural intelligence and diversity consciousness.
- You are conscious about time management (becoming more effective and efficient in how you work).
- Proficient in English.
