The Compliance Officer plays a critical role within a Professionnel du Secteur Financier (PSF) in Luxembourg, ensuring that the firm operates within the legal and regulatory framework set forth by the Commission de Surveillance du Secteur Financier (CSSF). The candidate develops, monitors, and enforces policies and procedures designed to ensure that the company’s operations and activities comply with all regulatory and legal obligations.

Key responsibilities

Regulatory Compliance:

  • ​Ensure that the PSF complies with Luxembourg’s laws and CSSF regulations, including anti-money laundering (AML) and counter-terrorist financing (CTF) regulations.
  • ​Ensure that new or changed regulations are adequately implemented within the PSF.

​Policy Development and Implementation:

  • ​Develop, maintain, and update internal compliance policies and procedures.
  • Provide training and awareness programs on compliance-related topics.

​​Risk Management:

  • ​Identify, assess, and mitigate compliance risks, especially those related to AML, CTF, and market conduct.
  • Manage and maintain the compliance monitoring programme and ensure points arising are addressed and controls amended as required
  • Prepare compliance reports for the Board and regulatory authorities such as the CSSF.
  • Maintain accurate records of compliance reviews and audits.

​Client Onboarding and KYC:

  • ​Support and oversee the client due diligence process, ensuring thorough Know Your Customer (KYC) procedures for all clients.
  • Ensure ongoing monitoring of customer accounts for suspicious activities and transactions in line with AML laws.
  • Report suspicious activities and file Suspicious Transaction Reports (STR) when necessary.

​Liaison with Regulators:

  • ​Support the senior management as point of contact between the PSF and the CSSF.
  • Handle regulatory inspections, audits, and inquiries.
  • Submit regulatory reports and disclosures as required.

​Expected Skills/Experience

  • Education: Bachelor’s or Master’s degree in Law, Finance, Compliance, or a related field.
  • Experience: Minimum of 5 years of experience in a compliance role, preferably including time within a PSF.
  • Knowledge: Strong understanding of Luxembourg financial regulations, AML/KYC laws, and CSSF requirements.
  • Certifications: Professional certifications in compliance (e.g., CAMS, ICA Diploma in Compliance) are highly desirable.
  • Languages: Fluency in English is required. Additional languages such as German, French or Luxembourgish may be advantageous.
  • Analytical Thinking: Ability to analyse complex regulatory requirements and implement practical solutions.
  • Attention to Detail: High level of accuracy in monitoring compliance and assessing risks.
  • Communication: Strong written and verbal communication skills, with the ability to interact effectively with regulatory authorities and internal stakeholders.
  • Problem Solving: Ability to anticipate compliance challenges and address them proactively.
  • Ethics and Integrity: A strong commitment to ethical conduct and regulatory compliance.
